This user’s manual is intended to allow people to use the TURNS4 program. TURNS4 is
a Lotus 1-2-3 (Version 5.0 or higher) template which develops future year turning
movements based on user provided inputs. The template should only be considered as
a tool which can simplify projecting future year turning movements using mathematics. As
with any math problem, variations can be "computed" by the user to adopt this tool to
provide reasonable estimates of turning movement volumes for various intersections under
varying conditions.
