The goals, objectives and policies of this Mass Transit Element were structured to enable the City
of Jacksonville to work toward developing a viable transit system. The Mass Transit Element was developed in concert with the Traffic Circulation and Ports, Aviation and Related Facilities Elements of the Comprehensive Plan for the City of Jacksonville.
